About Neighbourhood Plan consultations

Parish-tier councils, or other organisations, can take the lead in creating neighbourhood development plans, community plans and orders for planning in their area. We will help to create the plans, and make decisions at key stages.

Boreham Neighbourhood Plan

Boreham Parish Council has developed a draft Neighbourhood Plan for the Parish and formally submitted it to us. The plan proposes local planning policies for Boreham. 

Examination

We appointed an Independent Examiner to examine the Boreham Neighbourhood Plan. The Examiner was Andrew Freeman BSc (Hons) DipTP DipEM FRTPI.

Following an independent examination undertaken by written representations, we can now confirm that the Neighbourhood Plan will proceed to a local referendum within the neighbourhood area.

If the majority of voters support the Boreham Neighbourhood Plan, the plan will be ‘made’ by the us and will form part of the Chelmsford Local Plan.

We will announce the date for the referendum soon.

Two-week consultation on compliance with new planning rules

Updated planning rules will take effect from 25 March 2026. These new rules change parts of the Planning and Compulsory Purchase Act 2004 and the Town and Country Planning Act 1990. This means that Neighbourhood Plans now have to meet revised legal standards and basic conditions.
