Other committees and panels

In addition to the four main committees, we have a number of committees and panels that each focus on a specific council function.

The committees consider issues in detail at scheduled meetings. They then make any decisions or recommendations to the Cabinet or Full Council.

Audit and Risk Committee This Committee monitors budgets and the work of Internal Audit and is concerned with other matters such as risk management, financial control systems and the relationship with external audit.
Employment Committee The Employment Committee is responsible for appointing Senior Officers and if necessary taking disciplinary action against them.
Full Council The Full Council is the main budget-setting body and decides annually the level of Council Tax needed to support its planned services. It also takes decisions on major policies, usually after receiving reports from the Cabinet or other committees.
Governance Committee This Committee promotes and maintains high standards of conduct by members and co-opted members of the authority, including two Independent Persons.
Highways Panel The Chelmsford Local Highways Panel comprises Essex County and Chelmsford City Councillors and makes proposals for new, small highway schemes in the Chelmsford City Council area.
Licensing Committee This Committee deals with licensing matters under the Licensing Act 2003 and the Gambling Act 2005.
Regulatory Committee This Committee deals with regulatory matters such as hackney carriage and private hire licensing as well as a wide range of other licensing functions and health and safety matters. It also considers objections to statutory orders such as traffic orders.
South Essex Parking Partnership Joint Committee The SEPP Joint Committee has been formed by the partner authorities to manage the South Essex Parking Partnership.
Traffic Regulation Orders Sub-Committee The sub-committee considers representations on proposed traffic orders in the areas served by the South Essex Parking Partnership.
Treasury Management and Investment Sub-Committee This sub-committee scrutinises and monitors treasury management and investments.
