Harassment and illegal eviction
We will investigate when we receive an allegation of harassment and illegal eviction. It is a criminal offence for a landlord or their agent to:
- remove a tenant from their property illegally
- interfere with their use and enjoyment of their property
Some actions that could be harassment include:
- using threats to get you to leave your accommodation
- attempting to force you to leave your home or locking you out
- withdrawal of gas, electric, water supplies. This includes the landlord not paying the bill or disconnecting the supply
- persistent anti-social behaviour by a landlord or their agent
- interfering with personal belongings
- the landlord, their agent or workmen entering your home without permission or giving you notice
Offenders can receive fines and criminal convictions. Tenants might be able to seek the recovery of rent from their landlord by applying for a Rent Repayment Order.
If you think you are being harassed or have been illegally evicted by your landlord, you can report them online.

- details of your property
- your landlord details
- details of the incident
- any photos or evidence of the incident
What happens after we receive your report
After you have submitted your report, we will review your report and the evidence provided.
We will get back to you within two working days. When we have reviewed your report, we will tell you what will happen next.
