Our Housing Strategy seeks to create an additional supply of affordable homes to strengthen our strategic response to meeting local need. 

We will continue to provide the majority of affordable homes will continue through agreements with developers of larger sites. However, there are some gaps. This includes meeting the need for those needing larger family-size homes and some of the most vulnerable people who need specialist support as well as affordable housing.

As we transferred our housing stock, we are reliant on working with partners to create the best possible opportunities so everyone in Chelmsford can aspire to having a home that meets their needs in the future.

Some of the partners we work with include:

  • registered providers (housing associations)
  • housing charities
  • developers
  • government departments (and other organisations such as Essex County Council)

Our strategy looks to build stronger and more effective partnerships to help us meet some of our priorities. Our Priorities for Partnership document sets out our key priorities when working with Registered Providers.

The statistical appendix shows some of the evidence that alongside a consultation in summer last year, helped us recognise and plan for the priorities of this strategy.

This strategy expires in 2027.

Our Homelessness Review and Strategy is in two sections.

The first section reviews the levels of homelessness in Chelmsford, including:

  • the successes we’ve had in dealing with homelessness 
  • how we are preventing homelessness
  • challenges in the future

The second section sets out our recommendations and action plan of how we intend to tackle homelessness with our partners.

We will regularly monitor and review our action plan until this strategy expires in 2024.
