Paying bills, fines and invoices

All payments you make to us will appear on your bank or credit card statement as 'Chelmsford City Council'. You can check which payments this includes


Online

You can use our online payment system to pay:

  • your Council Tax
  • your Business Rates
  • your housing rent
  • invoices from us 
  • your Housing Benefit overpayment invoice
  • Business Improvement District (BID) levy

You can also:

To pay online, you will need:

  • your card details, including the card number, CSV number, and start and expiry date

  • your payment reference number

  • to enter the amount you need to pay

You can pay online using most debit and credit cards or PayPal.

You can only use a debit card to pay for Business Rates.

We don’t accept American Express.

By phone

You can call our 24 hour payment line on 0300 456 0489 and use it to pay:

  • your Council Tax

  • your Business Rates

  • invoices from us

  • your Housing Benefit overpayment invoice

  • parking fines (PCNs)

To pay by phone, you will need:

  • your card details, including the card number, CSV number, and start and expiry date

  • your payment reference number

  • to enter the amount you need to pay

You can pay by phone using most debit and credit cards.

You can only use a debit card to pay for Business Rates.

In person

You can pay in person at the Customer Service Centre, Civic Centre during our opening hours.

Using our self-service payment machines, you can pay:

  • your Council Tax
  • your Business Rates
  • parking fines
  • other invoices
  • Housing Benefit overpayment invoice
  • for resident parking
  • for licences

To pay using the self-service payment machine, you will need:

  • either cash, or your debit or credit card
  • your payment reference number

  • to enter the amount you need to pay

If you want to pay by card, you can use most debit and credit cards.

You can only use a debit card to pay for Business Rates.

We don’t accept American Express.
