Street renaming and property renumbering
You can contact us to request to rename or renumber your street.
We will only consider requests to rename a street when:
- there is confusion over a street name
- a group of residents are unhappy with their street name
To request street renaming, you will need:
- your name, address and contact details
- the current name of the street
- a statement explaining why you want to change the name
- the names and address of the other residents who support the change
- a suggestion for a new street name
Once we receive your application, we will:
- inform you of how long the process will take, and how much you will need to pay
- inform all affected residents of the street of the proposal by posting a formal notice on site for 21 days
- collate any comments or objections
- submit the application to the magistrate’s court to approve, providing we did not receive any objections. If we do receive valid objections, we will inform you that we will not be changing the name of the street.

- update our records
We will only consider requests to renumber a street when:
- there is confusion over street numbering
- there are new properties and the whole street needs to be renumbered to accommodate them
- there are too many properties with names and no numbers
To request street renumbering, you will need:

- a suggestion for the new street numbering
Once we receive your application, we will:

Creation of new streets and properties
- 1 to 5 dwellings: £60 per property
- 6 to 25 dwellings: £55 per property
- 26 to 75 dwellings: £50 per property
- 76 dwellings or more: £45 per property
- Street: £200 per street
- Change to new address due to development changing after we have issued the schedule: £45 per hour
Changes to existing streets and properties
- Change of address and/or house name: £40 per property
- Division of property: Same as numbering of new properties (based on number of properties created, including the original)
- Issue of address following demolition and reconstruction: Same as numbering of new properties (based on number of properties created, including the original)
These charges are not subject to VAT.
Levelling-Up and Regeneration Act 2023 (Section 81): Naming of Streets
Notice is hereby given that Chelmsford City Council as the local authority for the purposes of section 81 of the Levelling-Up and Regeneration Act 2023, made an Order to assign the name Bow Bridge Road to the street (part of) known as Baddow Road in Chelmsford shown hatched in red on the plan below.
