Terms and conditions for secure bike lockers at Beaulieu Park Station car park
1. Definitions
- “Council” means Chelmsford City Council, whose principal office is at Civic Centre, Duke Street, Chelmsford, Essex, CM1 1JE.
- “Member” means the individual who pays for and wishes to use the secure cycle storage facilities provided by the Council.
- “Membership” means the service provided by the Council to the Member to allow access to secure cycle storage.
- “Facility” means the designated secure cycle storage (such as Cycle Hub) operated and maintained by the Council.
- “Access Fob” means the electronic Fob or digital access method issued by the Council to enable entry to the facility.
- “Council Storage Facilities” means the location used by the Council for temporary storage of bicycles removed from the facility for breach of these Terms and Conditions.
2. Term
2.1 The services will begin from the date payment is received and continue until the Membership is terminated by either party in accordance with these Terms.
3. Price
3.1 Membership is available for an annual fee of £25.
3.2 Prices are set by the Council and are subject to review or change without prior notice.
4. Use of facility and member responsibilities
4.1 Facilities are for use by Members only and are non-transferable. Each space is to be used solely for storing one bicycle owned or cared for by the Member. No additional items or accessories may be stored.
4.2 Only one bicycle per allocated space is permitted. Unauthorised bicycles may be removed by the Council without notice.
4.3 One access fob will be issued per Membership. It must not be shared, copied, or tampered with. Lost or stolen access fobs must be reported immediately.
4.4 The facility is accessible 24 hours a day unless otherwise stated. Members must avoid excessive noise or disruption, especially during night hours.
4.5 Members must treat the facility and any equipment with care. Damage must be reported to the Council immediately.
4.6 The Council is not liable for loss, theft, or damage to bicycles or other belongings. Members must arrange their own insurance.
5. Removal of bicycles and property
5.1 Only bicycles may be stored. Any other items may be removed by the Council.
5.2 Items removed will not be returned or compensated for.
5.3 Bicycles not parked correctly or not associated with an active Membership may be removed and stored for up to 30 days. A £20 fee may apply for collection. Unclaimed bicycles may be donated to charity after this period.
6. Replacement access fobs
6.1 Replacement access fobs can be issued for a fee of £25. Membership will continue for one year from the date of the replacement payment.
7. Access and maintenance
7.1 The Council may restrict access for maintenance, security, or other reasons without prior notice.
7.2 The Council reserves the right to change access control systems. A replacement access fob or method will be provided where required.
8. Refunds
8.1 Membership fees are non-refundable, regardless of time remaining.
9. Cancellations
9.1 If you no longer need your secure locker permit, you need to give a month's notice in writing by submitting a cancellation request. You can do this by contacting our Parking Services.
9.2 You should then return your access fob to us without delay from the last day of the notice period.
9.3 If you do not return your access fob, we will continue to invoice you at the normal rate.
10. Termination
10.1 The Council may suspend or terminate access at any time without notice. Refunds are at the Council’s discretion.
10.2 Upon termination, Members must return access fobs immediately.
10.3 All bicycles and belongings must be removed within 30 days of cancellation. Unclaimed bicycles will be treated as abandoned and donated.
11. Liability and disclaimer
11.1 The Council provides the service “as is” and makes no warranties beyond those required by law.
11.2 The Council is not liable for indirect or consequential losses.
11.3 Liability is limited to the Membership fee paid.
11.4 Availability of parking space is not guaranteed.
12. Data protection
12.1 The Council may use anonymised data for service planning and statistical purposes.
12.2 Personal data will only be shared under lawful grounds such as legal obligation or with the Member’s consent.

13. Changes to terms
13.1 These Terms and Conditions may be amended at any time. The most current version will apply. Continued use constitutes agreement to any changes.
13.2 Breach of these Terms may result in immediate termination of Membership and potential permanent exclusion from Council-operated cycling facilities.
