Committees and panels

In addition to the Cabinet and Full Council, we have a number of committees that each focus on a specific council function.

The committees consider issues in detail at scheduled meetings. They then make any decisions or recommendations to the Cabinet or Full Council.

Name of CommitteeSummary
Audit CommitteeThis Committee monitors budgets and the work of Internal Audit and is concerned with other matters such as risk management, financial control systems and the relationship with external audit.
CabinetThe Cabinet comprises the Leader of the Council and nine other members, each of whom has responsibility for a particular Council service or group of services.
Development Policy CommitteeThis Committee is responsible for all planning and housing policy matters, including the Local Plan, evidence base, and city improvement projects, to support development growth in Chelmsford.
Employment CommitteeThe Employment Committee is responsible for appointing Senior Officers and if necessary taking disciplinary action against them.
Full CouncilThe Council is the main budget-setting body and decides annually the level of Council Tax needed to support its planned services. It also takes decisions on major policies, usually after receiving reports from the Cabinet or other committees.
Governance CommitteeThis Committee promotes and maintains high standards of conduct by members and co-opted members of the authority.
Highways PanelThe Chelmsford Local Highways Panel is an advisory forum for County and City Councillors to make suggestions on priorities for elements of the highways spend within the Chelmsford City Council area.
Licensing CommitteeThis Committee deals with licensing matters under the Licensing Act 2003 and the Gambling Act 2005.
Overview and Scrutiny CommitteeThe Overview and Scrutiny Committee's role is to act as a channel for public involvement in the activities of the Council and public bodies operating in Chelmsford, such as the Police and other partner organisations.
Planning CommitteeThis Committee makes decisions on about 3% of the planning applications received by the Council. All other applications are decided by the Director of Sustainable Communities, under delegated powers.
Regulatory CommitteeThis Committee deals with regulatory matters such as hackney carriage and private hire licensing as well as a wide range of other licensing functions and health and safety matters. It also considers objections to statutory orders such as traffic orders.
South Essex Parking Partnership Joint CommitteeThe SEPP Joint Committee has been formed by the partner authorities (Basildon Borough Council, Brentwood Borough Council,  Castle Point Borough Council, Chelmsford City Council, Essex County Council, Maldon District Council and Rochford District Council) to manage the South Essex Parking Partnership.
Traffic Regulation Orders Sub-CommitteeThe sub-committee considers representations on proposed traffic orders in the areas served by the South Essex Parking Partnership.
Treasury Management Sub-CommitteeThis sub-committee scrutinises and monitors treasury management
