About Neighbourhood Plan consultations
Town and parish councils, or other organisations, can take the lead in creating neighbourhood development plans, community plans and orders for planning in their area. We will help to create the plans, and make decisions at key stages.
South Woodham Ferrers
South Woodham Ferrers (SWF) Town Council has developed a draft Neighbourhood Plan for the town and formally submitted it to us. The plan proposes local planning policies for SWF.
It covers the whole of the town, and includes proposals for a wide range of improvements. They include revitalising the town centre, movement around the town, existing and new green space, and high quality building design. It also proposes principles for development for land north of South Woodham Ferrers, which we have already allocated in the Local Plan.
Once adopted, it will become part of Chelmsford’s Local Plan.
Consultation on the draft Neighbourhood Plan has now closed.
This was the Regulation 16 Consultation.
You can view the comments we received to the consultation on our Consultation Portal.
You need to choose the consultation you would like to view comments for, select 'Learn more' to open the page, and then click on the 'What people say' tab.

We have appointed an Independent Examiner to examine the South Woodham Ferrers Neighbourhood Plan. The Examiner is Jeremy Edge BSc FRICS MRTPI.
We have sent all the Submission Documents and the comments we received on the Regulation 16 Consultation to the Examiner, who will decide whether the SWF Plan should proceed to referendum.
If we hold a public referendum in the area covered by the Neighbourhood Plan, and more than 50% vote ‘yes’, we will adopt the plan.
The submission is made up of the following documents:
There are a number of evidence documents which provide helpful background information, which SWFTC used to inform the draft Neighbourhood Plan. These are:
We also consulted on two Supplementary Planning Documents. That consultation has now closed.
