Chelmsford City Council

Developing the new Local Plan

We are currently working on a new Local Plan, which will shape future growth and development in Chelmsford until 2036.

The new Local Plan will replace our existing plans, and will make sure that the right types of developments are built in the right places.

We will continue to develop the new local plan over the next year, before we adopt it in 2018.

The consultation has now closed. We are currently reviewing the comments, and will be publishing feedback reports later this year.

2. Preferred options

Description

The consultation on the Preferred Options for the draft Local Plan has now closed. This was the second stage of consultation on the new Local Plan.

Feedback and Committee report

We have produced a Consultation Feedback Note setting out the initial feedback. Our Development Policy Committee discussed this on Thursday 13 July. You can still view the agenda for this meeting.

No discussions took place on any proposed site locations at this meeting. The Consultation Feedback Note:

  • summarises the number of responses we received
  • reports on the main issues raised from the comments we have analysed so far

This report does not:

  • provide any response to the comments we received
  • indicate any changes which we may make to the proposed new Local Plan

How to view the comments

You can visit our online Consultation Portal to view all the individual responses to the:

  • Preferred Options Local Plan
  • Sustainability Appraisal
  • Non-Technical Summary
  • Habitats Regulations Assessment

You can also download and read our guide about how to view the comments.

Email issues

Due to a technical issue, we did not receive some of the emails sent to planning.policy@chelmsford.gov.uk from the afternoon of 9 May to the morning of 10 May. The email issue did not affect other ways of making comments, such as through the Consultation Portal.

If you think you submitted a comment but did not receive an acknowledgement, you need to check your junk mailbox. If you have evidence of your original email, you can contact our Helpline on 01245 606330.

Next steps

We are continuing to analyse the feedback of the Preferred Options consultation. When we have completed this, we will use the responses, alongside our evidence base and government policy, to progress to the next stage of the Local Plan.

This stage is the Local Plan Pre-Submission.

We will keep you up to date with the progress, and will publish the submissions to the Call for Sites 2017 later this year.

Background information

We have published a summary of the Preferred Options in the Local Plan Summary (Newsletter 2).

We held a series of drop-in sessions in areas where there is proposed development. You can still read the exhibition panels online.

We have undertaken a wide range of research to help us develop our new Local Plan. This research, and its findings, forms our evidence base.
