This is our final stage of consultation on the draft Local Plan.
The consultation will run for six weeks from 31 January to 14 March 2018.
This consultation focuses on legal compliance and consistency with national policy.
For this consultation, we need to know whether you:
- support or object to the Local Plan
- think we have met the legal requirements
- think the Local plan meets the tests of soundness
The tests of soundness are whether we have prepared the Local Plan positively, and that it is:
- consistent with national policy
We will collate and submit these comments to the Planning Inspector at the end of the consultation.

This is the main document containing all the proposals for development.

We have also published a new Local Plan newsletter, which gives a brief summary of the Pre-Submission Local Plan.
As part of the consultation, Essex County Council is proposing an updated safeguarded area for the Chelmsford North East Bypass. This is to ensure there is enough space for the bypass, and that Essex County Council can build and connect it to the road network.

If you can't access the documents on a computer, you can contact us to request paper copies. You will need to pay for the printing and postage costs of paper copies.

These times and locations may change, so we advise that you check the session is still taking place before you come along.

Using the portal
To make a comment on this consultation, you will need to use our Consultation Portal.
You need to register on the Consultation Portal to make your comments. You can register at any time.
On the portal, you can:
- edit your comments before you submit them
- save a draft of your comments and return to submit them later
- upload supporting documents
To make sure you do not lose your comments, you need to regularly save them using the Save as Draft button. After an hour, the system will time out.
When you make your comments, you need to say which document and section or paragraph you are commenting on. You do not need to answer all the questions.

Using a form
If you are unable to make your comments using the Consultation Portal, you can download a comment form.
You can fill in the form electronically. You will need to:
- download the form and save it on your computer
- fill it in
- email it to us using the email address on the form
You can also print the form and fill it in by hand, then return it to us at the address on the form.
You will need to complete a separate continuation sheet for additional comments.
You can indicate on the form if you want to take part and speak at the Examination hearing. You can also indicate if you would like us to notify you about our:
- submission of the Plan
- publication of the Inspector's report
- adoption of the Plan
When we receive your comments, we will record them on the Consultation Portal to make sure we deal with them alongside the online comments.
We will be accepting new SLAA submissions during the Pre-Submission consultation period. This is only for sites that are new submissions, or for sites that had significant changes.
You can submit all information on the SLAA Submissions 2018 form on the Consultation Portal. We will publish this form on 31 January.
Once the consultation has closed on 14 March 2018, we will assess the responses and report the main issues to the Development Policy Committee.
After this, a Planning Inspector will hold an independent examination of:
- the Pre-Submission Local Plan
- all the consultation responses
- the full evidence base
The Planning Inspector will decide whether the new Local Plan is sound, and tell us if we need to make changes before we adopt it.
