Developing the new Local Plan

We are currently working on a new Local Plan, which will shape future growth and development in Chelmsford until 2036.

The new Local Plan will replace our existing plans, and will make sure that the right types of developments are built in the right places.

We will continue to develop the new local plan over the next year, before we adopt it in 2018.

The consultation has now closed. We are currently reviewing the comments, and will be publishing feedback reports in the summer.


2. Preferred options


The consultation on the Preferred Options for the draft Local Plan has now closed. This was the second stage of consultation on the new Local Plan.

The Preferred Options document includes:

  • the number of houses, jobs and businesses as well as their locations, that we are planning for
  • where children will go to school
  • where people will work
  • how people will get around

We also consulted on:

  • the supporting Sustainability Appraisal and Non-Technical Summary
  • the Habitats Regulations Assessment


Background information

We have published a summary of the Preferred Options in the Local Plan Summary (Newsletter 2).

We have undertaken a wide range of research to help us develop our new Local Plan. This research, and its findings, forms our evidence base.



We held a series of drop-in sessions in areas where there is proposed development. You can look at our schedule to find out where we visited and when.

Taking part in the consultation

The consultation has now closed. We are currently reviewing the comments we received, and will be publishing feedback reports in the summer.
