Call for sites, SLAA and parish maps

Our Strategic Land Available Assessment (SLAA) identifies land that could be used for new developments, forming part of our new Local Plan.

To identify available land for all types of use, we held a call for sites in:

  • winter 2014
  • winter 2015/16, alongside the new Local Plan Issues and Options consultation
  • spring 2017, alongside the Preferred Options Consultation

Following each call for sites, we publish an annual report, which our Development Policy Committee consider and approve.

The annual report does not allocate sites for development, but provides information that we will use to prepare the new Local Plan.

The Development Policy Committee considered the latest annual report on 28 September 2017.

To download and view the report and appendices, you need to look at the SLAA annual report 2017 information.

The annual report 2017 consists of:

  • Appendix 1: Viability Study

  • Appendix 2: SLAA Database Methodology

  • Appendix 3: SLAA Assessment Criteria

  • Appendix 4: Policy-on SLAA Assessment

  • Appendix 5: SLAA List of Discounted Sites

  • Appendix 6: Policy-off SLAA Assessment for Discounted Sites

The report and appendices explain our methodology and assessment criteria, and include our assessments of the sites we received.

Some of these documents feature detailed information and are large in size. You may find it easier to download and view these documents on a desktop computer, rather than on a smartphone or tablet.

We assess all of the sites using the same criteria, but some of them are policy-on and others are policy-off. The policy-off sites fall within a Green Belt, Green Wedge or Green Corridor so we will not be considering them for development at this stage.

Appendix 4 includes our assessments of the policy-on sites, and Appendix 6 includes our assessments of the policy-off sites.

In each Appendix, every site has a SLAA assessment reference. If you look at the parish maps which show the location of the sites, the mapping reference relates to the SLAA assessment reference.

There are three formats of SLAA assessment references.

An example of the first format is CFS77. On the parish map, the mapping reference for this site is MON/00077/14. This reference shows that this is site 77, and we received it in 2014.

An example of the second format 15SLAA9. On the parish map, the mapping reference for this site is MON/00009/15. This reference shows that this is site 9, and we received it in 2015.

An example of the third format is 17SLAA21. On the parish map, the mapping reference for this site is MON/00021/17. This reference shows that this site is site 21, and we received it in 2017.

The parish maps do not show our assessment, and whether the site is policy-on or policy-off. You need to refer to the report, Appendix 4 and Appendix 6 when you look at the parish maps for this information.

There is a map for each parish in Chelmsford.

The map shows the boundary of the parish, with the available sites outlined in red and highlighted in orange. If a site crosses a parish boundary, it is included on both parish maps.

To understand the maps and the site references, you need to look at the call for sites and SLAA information.
