About Neighbourhood Plan consultations

Town and parish councils, or other organisations, can take the lead in creating neighbourhood development plans, community plans and orders for planning in their area. We will help to create the plans, and make decisions at key stages.

Little Baddow Neighbourhood Plan

Little Baddow Parish Council has developed a draft Neighbourhood Plan for the parish and formally submitted it to us. The plan proposes local planning policies for Little Baddow. 

It covers the whole of the parish, and includes planning policies on the environment, village character, development, open space and transport. 

Once adopted, it will become part of Chelmsford’s Local Plan.

Where to view the documents and how to make comments

We are inviting comments on the draft Little Baddow Neighbourhood Plan until 4pm on Friday 10 March 2023. This is to comply with Regulation 16 of the Neighbourhood Planning (General) Regulations 2012. 

View and comment online

You can read and comment the draft Neighbourhood Plan on our Consultation Portal. This is a simple way of making your comments, and you can sign up to be notified about future planning policy consultations. You can also update your contact details.

Other ways to comment

Alternatively, you can download a comments form and return it by:

  • email to policy@chelmsford.gov.uk
  • post to Planning Policy Team, Spatial Planning Services, Chelmsford City Council, Civic Centre, Duke Street, Chelmsford, CM1 1JE
  • hand at our Customer Service Centre, Civic Centre, Duke Street, Chelmsford, CM1 1JE, between 10am and 4pm, Monday to Friday (outside of these hours you can use the post box outside the Customer Service Centre)

You can also write to the above, but you need to make sure you include your name and address.

If you do not have access to a computer, you can ask us for paper copies of the documents and the comments form. We can send you the comments form free of charge. However, for the draft Neighbourhood Plan, we may make a charge to cover printing and postage costs.  If you have difficulties making comments by email or post, you can contact us.

What happens next

After the consultation has closed, we will publish all comments on our Consultation Portal in accordance with the Data Protection Act and General Data Protection Regulations. 

We will send all the submission documents and comments to an independent examiner. They will then decide whether the Little Baddow Neighbourhood Plan should proceed to referendum. 

If we do hold a referendum and more than 50% of people vote ‘yes’, we will adopt the plan.
