We are the lead authority for SEPP, and are responsible for all day-to-day operations on behalf of the partnership.
You need to register on MiPermit before you can buy a resident permit or visitor tickets.
To register on MiPermit, you will need your:
- Council Tax account number
- house number
If you have recently moved and don't yet have your Council Tax account number, we can set up your MiPermit account for you. You will need to contact us and provide proof of residency, such as your tenancy agreement or a utility bill from the last three months.
You only need to register an account the first time you buy a resident permit or visitor tickets. However, each person who wants to buy a permit or tickets will need their own account, even if it is for the same address.
Registering an account will verify that you are the resident of the property and determine whether the property is in the scheme.

1. Buy a resident permit
To buy a resident permit, you will need:
- to be registered on MiPermit
- the vehicle registration number
- the date you want the permit to start
- your debit or credit card details, including the card number, CSV number, and start and expiry date
We don’t accept American Express.
The minimum amount you can pay on a debit or credit card is £5.
Your permit is virtual, and will activate on the date you want it to start. You do not need to display anything in your vehicle.
Resident permits in Chelmsford:

You can buy a maximum of two resident permits per property.
If you already have a visitor permit registered at your address, you will not be able to buy a resident or motorcycle permit.
If you are 65 or over, you can claim one free resident permit. You need to contact us to claim your permit, as they are not available online. If you are applying for the first time, you will need to provide proof of age.
Temporary permits in Chelmsford:
You can buy a maximum of four temporary permits per property within a 12 month period.
If you already have a resident, motorcycle or visitor permit registered at your address, you can still buy a temporary permit.
