Provider for consultation and treatment room at Chelmsford Sports and Athletics Centre
We are looking to increase the range of services available at Chelmsford Sports and Athletics Centre (CSAC), by securing a partner for the purpose-built consultation/treatment room.
The partnership would mutually benefit both parties, with referrals to and from the CSAC gym and the tenant's consultation room.
The partner would offer therapies that complement the centre and support the needs of centre users, the general public and elite athletes.
We will grant the selected company a three-year lease to operate from the room in return for an agreed annual rental income. They will also be able to use gym and track facilities for rehab of individual clients.
Chelmsford Sport and Athletics Centre (CSAC) has a floodlit synthetic 8-lane athletics track and full field event facilities including a 1,000 seat covered spectators stand.
The indoor athletics training centre also includes:
- a 60m track
- a 4-court community sports hall
- a newly extended and refurbished gym/fitness suite complete with the latest Technogym interactive equipment
- an activity room,
- two studios
- changing and WC facilities
The building has full disabled access and there is a free public car park on site.
The centre is also home to Chelmsford Athletics Club (CAC), has regional status for athletics, and hosts major athletics events. Chelmsford City Football Club (CCFC) play their homes matches at the centre and have their clubhouse on site.
The centre had 240,983 customer visits in 2022/23.
The draft lease (subject to contract) includes plans of the centre and consultation/treatment room. We will include the draft lease, which contains the full terms and conditions, in the tender pack when you apply.

The applicant will need to provide all furniture, equipment and signage.
We will agree terms regarding responsibility for loose fire equipment, depending on risk assessments, Health & Safety Regulations and Insurance requirements.
Applicants must, at all times, comply with all appropriate requirements of Health & Safety legislation and other statutory regulations and have insurance coverage as per the lease.
The tenants clients will be permitted to wait in either the centre reception or seating area.
The tenant will also have access to the indoor and outdoor facilities, including the gym, for rehab work with clients (subject to contract).
The centre's current opening hours are:
- Monday to Friday: 7am to 10pm
- Saturdays: 8am to 6pm
- Sundays: 9am to 9pm
Bank holidays may have reduced hours or closure.
Rent would include all rates and utilities (excluding telecoms) subject to fair use. Bids should reflect this.
VAT would be referenced as applicable in the lease. The rental of the room under a lease is currently VAT exempt.

You need to review the our proposed lease terms, which form part of the tender pack. The draft lease is subject to contract and intended to show our intentions of the terms for the successful applicant. We will agree the final lease with the selected applicant.
We appreciate that a degree of partnership is needed to achieve a successful outcome for both parties. If you have any issues of concern from the draft lease, you should raise them with us before the deadline.
We will evaluate compliant submissions against how they meet the aims of the project, quality and proposed rental income for CCC. We will give a 60% weighting to our quality criteria and 40% to financial return.
We will score each bid and select a contractor on the basis of the most economically advantageous tender (MEAT).
If a bid scores a zero in any criteria, the bid will immediately fail. You should include confirmation and evidence in relation to the pass/fail criteria, as well as a response to the scored quality and pricing criteria.
