Chelmsford Town Centre Area Action Plan (AAP)

Planning for the Future of our Borough

Chelmsford Borough Council is working towards preparing a Local Development Framework to guide future growth and development in the borough in the period up to 2021.  This will replace the Adopted Local Plan 1997.  The Borough of Chelmsford faces some major challenges ahead arising from development pressure for new housing, retail and commercial premises and the supporting infrastructure, services and facilities required to facilitate major growth. We have asked local people, stakeholders and statutory bodies to think about how best to plan for the future and what issues should be taken into account.


Adoption of the Chelmsford Town Centre Area Action Plan DPD

Following the issue of the Inspector's Final Report on the Examination of the Chelmsford Town Centre Area Action Plan DPD (AAP for short) on 16 July 2008, the Borough Council adopted the AAP at the meeting of the Council on Wednesday 27 August 2008.

What is the Chelmsford Town Centre Area Action Plan (AAP) Document?

The Plan describes our long-term vision and objectives to 2021 and how they can be met. It sets out a land use and urban design framework to direct development and public realm investment. It allocates land for development, makes proposals for infrastructure and public realm improvements and sets out steps to be taken to ensure delivery.


What are the stages in preparing the AAP?

The preparation process for the Chelmsford Town Centre Area Action Plan document covers several stages - Evidence Gathering, Issues and Options, Preferred Options, Submission, Examination and Adoption.  The document is currently at Examination stage.

Evidence Gathering - studies and surveys on the social, economic and environmental characteristics of the Borough. This provides information on the needs, opportunities and constraints of the Borough to inform documents in the LDF. Assembling the evidence base is an ongoing activity.

Issues & - early consultation with the community and stakeholders on the issues that the AAP needed to address and the options which are available to deal with those issues. This was undertaken in Spring 2005.

Preferred Options - further public and stakeholder consultation on the AAP following Issues and Options consultation. This was carried out in late 2005 and took into account the results of the earlier consultation.

Submission - consultation on the final (or Submission) version of the AAP after consideration of comments made at Preferred Options stage. Submission of the document to Government for Independent Examination. This was undertaken in late 2006.

Examination - the process of testing whether the proposals in the AAP are sound. The Examination into the AAP will be led by an Independent Inspector. This was undertaken in April 2008.

Adoption - the Borough Council formally adopted the AAP on 27th August 2008 following the receipt of the Inspector's Report.
