A Customer Service Officer is available at the Planning Services reception to discuss general planning matters, advise whether planning permission is required for a proposal and guide you through the planning application process. 
Our new mapping system enables you to search online for planning applications within Chelmsford by postcode or address. It will provide you with an indication of the location of a planning application. To see the actual application boundaries you will need to view the detailed site plan. You can also choose an area of Chelmsford you are interested in and register to receive updates about planning applications by email.

It can take some time for us to locate all the requested information; we also have only limited facilities in Reception for viewing historic documents. We therefore need advanced notice of your visit to avoid wasted time and journeys. Please fill out the following form to request a property history. Planning Services reception area is located on the first floor of the Coval Lane building and is open 8.45am to 4.45pm Monday-Thursday, 8.45am to 4.15pm Friday. The advice given will be factual and objective and based on the information you give, but we cannot tell you for certain whether or not you will get permission. This is because applications involve public participation and consultation with other bodies and decisions are sometimes made by the Planning Committee. It is not always possible, therefore, to anticipate the final outcome of an application. We will give you information about relevant planning policies and previous decisions and, where appropriate, our standards for such matters as parking provision, amenity space. We will also advise you about the likely time scale for dealing with a planning application and the procedures to follow. If you wish to discuss specific proposals in more detail it is important that you provide accurate drawings with sufficient detail to a recognisable scale. It is helpful if you discuss your proposal informally with your neighbours before you make your application. We will write to them telling them about the application and invite their comments. It can sometimes cause difficulties between neighbours if this is the first they hear of your proposal. Planning Services does not control how a building or extension is constructed.
