Housing Benefit and Council Tax Benefit (which helps people to pay their Rent and Council Tax) are means tested benefits which are administered by Chelmsford Borough Council. They can be claimed when you are both in and out of work. If you get Child Benefit you should have received a letter to tell you that your Housing and/or Council Tax Benefit has increased. We have also contacted people to tell them that they may now be entitled to Housing and/or Council Tax Benefit because of this change.
