NCAAP Preferred Options

What is the Preferred Options stage?

The preparation process for the North Chelmsford Area Action Plan covers several stages - Evidence Gathering, Issues and Options, Preferred Options, Submission, Examination and Adoption.

The Preferred Options stage involves further public and stakeholder consultation on the North Chelmsford Area Action Plan (NCAAP for short) following Issues and Options consultation. The document was published for public consultation from 11th December 2008 to 27th February 2009.

  • Consultation on the Proposed Submission NCAAP will take place from 27 October to 21 December 2009.

What does the Preferred Options document say?

The NCAAP will provide a planning framework for North Chelmsford to shape the development of two new neighbourhoods to the North of Chelmsford. The Area Action Plan will deliver planned growth of around 4,000 new homes, along with the provision of strategic transport infrastructure – roads, new rail station, park and ride, social infrastructure (education, shops and green space) and utilities infrastructure essential for a sustainable community.


Representations Received

In total, the Borough Council received 968 representations to the North Chelmsford Area Action Plan Preferred Options consultation. The representations are now being fully analysed by officers.

All views expressed in the representations are those submitted by respondents, and do not represent the views of Chelmsford Borough Council.

Acknowledgement letters have been sent to all respondents advising them of their unique representation numbers with details on the next stages of preparation of the documents.

Initial feedback on public consultation

An initial report on the feedback from the public consultation was reported to the Council's Development Policy Committee on 15th April 2009. Members of the Development Policy Committee agreed at the meeting to allow officers to continue work on the North Chelmsford Area Action Plan by analysing the representations received and producing a draft Submission version of the Plan. They also endorsed the general approach.

Events

A number of exhibitions and information events were held during January and February. Drop-in sessions were staffed by Council officers who were able to explain the proposals in more detail.

Where to get copies of the NCAAP Preferred Options Consultation Document

Copies of the NCAAP Preferred Options Consultation Document and the supporting documents are available above. They are also available for inspection at main Borough Council offices and local libraries during normal office hours, please use the link below to view opening times and locations. . Paper copies are also available on request by telephoning (01245) 606330.


Next Steps

Officers will prepare a schedule of proposed changes for discussion at Development Policy Committee. Originally scheduled for June, this meeting will now take place on July 20. The Submission version will then be finalised for publication for consultation in September/October. The exact dates for this consultation have not yet been set.

It is anticipated that the Independent Examination will take place in early 2010. An Inspector is appointed by the Secretary of State to conduct the Examination. After the Examination, the Inspector produces a report with recommendations that are binding upon the Council. Any changes required by the Inspector must be made before the document can be adopted by the Council.

The draft North Chelmsford Area Action Plan - Preferred Options Consultation Document was considered by Committee on 16 October 2008.

An initial report on the feedback from the public consultation was reported to the Council's Development Policy Committee on 15th April 2009.
