AAP Preferred Options

What is the Preferred Options stage?

The preparation process for the Chelmsford Town Centre Area Action Plan (AAP) covers several stages - Evidence Gathering, AAP Issues and Options, Preferred Options, AAP Submission, AAP Examination and AAP Adoption.

The Preferred Options stage involved further public and stakeholder consultation on the AAP following Issues and Options consultation. This was carried out in late 2005 and took into the account the results of the earlier consultation.


What does the Preferred Options document say?

The Preferred Options Chelmsford Town Centre Area Action Plan sets out an urban design framework setting out Chelmsford Borough Council's preferred options for managing growth and directing development and improvement.

The issues/ options consultation enabled the Council to identify an overall strategic approach, represented by a vision of a market town with its historic core, river focus and protection and enhancement of the existing character and heritage, combined with an aspiring city approach, allowing increased retail, residential and commercial development that can fund new facilities, transport infrastructure and community benefits.

Sustainability Appraisal

Independent consultants undertook a Sustainability Appraisal (SA) of the Chelmsford Town Centre Area Action Plan Preferred Options Document, Entec UK Ltd in October 2005. SA is required by legislation and involves assessing the environmental, social and economic impacts of the policies and proposals contained within the document. The SA has been published for public consultation alongside the AAP document between 8th November and 20th November 2005.


Results of Preferred Options Consultation

A report summarising the responses to the Chelmsford Town Centre Area Action Plan is published.
