General Guidance for the Submission Chelmsford Town Centre Area Action Plan (AAP for short) ExaminationWhat is the Examination stage?The preparation process for the Chelmsford Town Centre Area Action Plan (AAP) covers several stages - Evidence Gathering, AAP Issues and Options, AAP Preferred Options, AAP Submission, Examination and AAP Adoption. This page contains information about the AAP Independent Examination. The examination was held from April 22 to April 30. The purpose of the Independent Examination is to consider if a development plan document (DPD) is sound. The presumption is that a document will be sound unless it is shown otherwise as a result of evidence considered at the Examination. After the Examination, the Inspector produced a report with recommendations that are binding upon the Council. Any changes required by the Inspector will be made before the document can be adopted. Programme OfficerThe Programme Officer, Mrs Andrea Copsey, works directly to the Inspector and is responsible for dealing with all the administration matters for the Examination. This includes the Examination programme, recording Examination documents and dealing with correspondence on behalf of the Inspector. Examination ProgrammeThe Examination into the AAP formally closed on 30 April. The Secretary of State appointed Mr Ian Broyd (MRICS Dip TP) of the Planning Inspectorate to conduct the Examination. The Examination was held at the Chelmsford Borough Council Offices, Civic Centre, Duke Street, Chelmsford CM1 1JE. The Examination heard oral representations, from those who requested to be heard, on the AAP. The Inspector has considered all the written and oral statements and has prepared his report.
