A series of Supplementary Planning Documents was identified by the Borough Council within its Local Development Scheme (LDS) . These are designed to support and supplement the implementation of planning policies and proposals within the Core Strategy and Development Control Policies Development Plan Document and Chelmsford Town Centre Area Action Plan. The process for preparing a Supplementary Planning Document is set out in the Government's Planning Policy Statement 12 - Local Development Frameworks. Supplementary Planning Documents (SPD) support and supplement policies of the statutory development plan by providing practical guidance on policy implementation. SPDs are not subject to Independent Examination, but are prepared through consultation with the community and stakeholders and where appropriate are subject to Sustainability Appraisal/Strategic Environmental Assessment (SA/SEA).
