Council Protecting the Environment

Chelmsford Borough Council is working in partnership with local dry cleaners to help protect the environment and prevent air pollution, by reducing the amount of harmful emissions released during cleaning and drying.

Some of the solvents used in dry cleaning can release volatile organic compounds (VOCs), which can be harmful to health and cause air pollution.  In order to reduce these sorts of emissions, new legislation has been introduced requiring local councils to work with dry cleaners and regulate their procedures.

All dry cleaners have to apply for a permit to operate from their local council by 31 October 2006. Part of this process is collecting basic business information, such as what machines are being operated, their capacity, date of installation and location, as well as what solvents are used, where they are stored, and maintenance procedures.

Cabinet Member for Strategic Housing and Environmental Services, Councillor Duncan Lumley, commented: "Protecting the environment is a key priority of this Council. We have written to all the local dry cleaners we are aware of and look forward to working with them on ways of reducing the release of harmful emissions and on standards of best practice. Dry cleaners who have not yet submitted their application are reminded do so as soon as possible. Otherwise they will be operating illegally and may be subject to prosecution." 

If prosecuted, businesses could face a fine from the Magistrates Court of up to £20,000 per offence, or imprisonment for up to 6 months.

Dry cleaners can obtain an application form from the Environmental Health department of their local authority. Those operating within the borough of Chelmsford can also obtain application forms and further information online on the Council website.
