The North Chelmsford Area Action Plan will deal with the development of two new neighbourhoods in the North of Chelmsford. The Action Plan will deliver planned growth of around 4,000 new homes. It will also cover the northern suburbs of urban Chelmsford, including Springfield, as well as the villages of Broomfield, Great Waltham and Little Waltham. The preparation process for the North Chelmsford Area Action Plan covers several stages - Evidence Gathering, Issues and Options, Preferred Options, Submission, Examination and Adoption
Evidence Gathering - This studies and surveys on the social, economic and environmental characteristics of the Borough. This provides information on the needs, opportunities and constraints of the Borough to inform documents in the LDF. Assembling the evidence base is an ongoing activity. Issues and Options - This was the early consultation undertaken with the community and stakeholders on the issues that the North Chelmsford Area Action Plan needs to address and the options which are available to deal with these issues. This was undertaken in Summer 2007. Preferred Options - This is where further public and stakeholder consultation is being carried out on the draft North Chelmsford Area Action Plan following the initial consultation. The consultation period ran between December 2008 and February 2009 Submission - This is the consultation on the final draft of the North Chelmsford Area Action Plan after consideration of comments made at Preferred Options stage. Submission of the document to Government for Independent Examination. This is scheduled for later in 2009. Examination and Adoption - This is the process of testing whether the North Chelmsford Area Action Plan is sound.
