Apply for a resident or visitor permit in Chelmsford

Applications for resident and visitor permits can be made online, in person and by post.

 

How to apply for a resident's permit

Applications can only be considered from residents living in a resident zone.

 

Documentation required:

 

  • a completed application form (see the link on the right of this page)

 

 

  • Proof of age (if you are over the age of 65 and exempt from payment). If you are applying for the first time, proof will be required in the form of your passport, birth certificate, driving licence, bus pass or medical certificate. A copy of your evidence can be uploaded with your application, or you can send it by post or in person at the Customer Service Centre

 

How to apply for a visitor permit

Applications can only be considered from residents living in a resident zone.

  • payment. Please see our permit price list for more information.

 

  • Proof of age (if you are over the age of 65 and exempt from payment). If you are applying for the first time, proof will be required in the form of your passport, birth certificate or driving licence. A copy of your evidence can be uploaded with your application, or you can send it by post or in person at the Customer Service Centre.

 

Important note

Permits can only be allocated to a resident of the property. If it is found that the permit has been applied on behalf of non-residents, the permit will be cancelled.

Apply online

To apply for a resident or visitor permit online, please click on the purple 'Apply' button  You can find this in the sidebar to the right of this page. You will be able to print off a temporary permit to use until your proper permit arrives. 

 

Payment can be made online by credit or debit card (except American Express). 

 

Please note that currently, online applications can only be made for properties in Chelmsford.

 

When you proceed to the online application form, you will be asked to either login or to continue without logging in; please click on “continue without an account”.

Opening hours: Monday to Friday, 8.45am to 4.45pm.

 

A temporary permit will be issued immediately and the permanent permit will be posted within 14 days. The temporary permit is only valid for 30 days.

 

Payment can be made by cash, cheque or postal order (made payable to Chelmsford City Council), or by credit or debit card (except American Express).

To apply for a permit by post, please complete our standard form.

 

Important note - this form can only be used by Chelmsford residents, as the prices quoted on the form only apply to the Chelmsford area.
